Senior civil servants petition Jonathan over overhaul of FCSC

The Association of Senior Civil Servants of Nigeria, ASCSN, has petitioned President Goodluck Jonathan, asking for an immediate overhaul of the Federal Civil Service Commission, FCSC.
According to the association in the petition dated November 4, 2010, the commission has become outdated in its procedures /processes and therefore counter-productive in the present age.
“The analogue nature of the commission is counter productive as it is not in compliance with the digital global environment.  The FCSC is no doubt ageing and averse to changes.
“For the country to attain its desired vision, such changes are inevitable.  It is obvious that the commission as it is presently constituted cannot take human capital management of civil service to the level that will assist the government towards vision 20:2020.
“Therefore, Mr. President, the Federal Civil Service Commission is crying for overhauling so that Nigeria can excel”, the senior civil servants said in the petition signed by Comrade Ayo Olorunfemi.
The association noted that the commission had refused to promote Deputy Directors who had sat and passed their 2008 promotion examinations to the next level of Director, in spite of the advice by the Head of Service to that effect.
According to the ASCSN, it took the decision to petition the president due to its “concern over the recalcitrance of the commission to promote the Deputy Directors who scored 60 per cent and above in the 2008 promotion examination, even when additional vacancies were declared by the Head of Service of the Federation to effect the release of the promotion letters”.
The association urged the president to use his good offices to prevail on the commission to use the existing vacancies declared by the Head of Service to promote the deserving officers in other to “apprehend a possible breakdown of industrial harmony in the service”.
Following the 8_year tenure policy of the present administration, many Permanent Secretaries and Directors were retired.
However, while the positions of Permanent secretaries were promptly filled by qualified Directors, many positions left by the retired Directors, as well as, others who were made Permanent Secretaries were left vacant by the Civil Service Commission.
ASCSN noted that many of the affected officers had suffered untold injustice given the fact that they had written and passed the same promotion examination twice or thrice and had remained on the same level for between 5 to 8 years while their juniors were promoted above them simply because they had no god fathers in the system
The association pointed out that the promotion of the affected Deputy Directors would rejuvenate the service, restore faith and confidence in the system, as well as, boost morale in the image of government.
ASCSN said former President Olusegun Obasanjo set a precedence in 2003 when he directed the commission to promote eligible officers in Grade Level 15_17 when the service was faced with  similar problem.
